Paradigm Outcomes

Starting in 2013, Mr. Kheder developed, promoted, and carried out CBS Radio's first ever networking event during the Mackinac Island annual policy conference, which has gained popularity and attendance each year, becoming the "go-to" event on the Island in 2015 and beyond.  Mr. Kheder also worked closely with CBS to develop a periodic "Live from Lansing" broadcast from the Capitol, featuring Jackie Paige and key state leaders, discussing events of the day.

CBS Radio Detroit

Health Management Systems (HMS) provides Third Party Liability (TPL) auditing for over 40 Medicaid programs across the country, including in Michigan.  Working closely with the legislature and Department of Health and Human Series, Mr. Kheder and HMS has successfully pursued policy, based on the Deficit Reduction Act of 2007, assuring the "taxpayer dollar is the last dollar spent," touting many important successes for providers and citizens in Michigan.

HMS

Known as Institutions for Mental Diseases (IMD), Mr. Kheder led the charge to resolve Medicaid funding issues when representing two of these acute psychiatric stand-alone hospitals in Michigan.  Working closely with U.S. Senator Debbie Stabenow, and the Michigan Department of Community Health (now DHHS), amendatory language was drafted and incorporated into federal rules, allowing Medicaid funding to continue for these hospitals and the consumers benefiting from these supports.

NetIQ

An "upper Magic Quadrant" software company, NetIQ provides products securing access to technology, and is used by the State of Michigan, including the Michigan State Police (MSP).  Their Single Sign-On product, SecureLogin, was installed in all Trooper vehicles at the end of 2014, allowing officers to sign into their vehicle computers one time, in order to gain access to the myriad of portals needed for their jobs.  Following the hugely successful launch of this effort, Mr. Kheder continued advocacy and presence building for this client by working with MSP and NetIQ to produce a marketing video touting the success of the program.

Past: Consulting, and lobbying Accomplishments

Working closely with insurers, providers and legislators, Mr. Kheder was successful in gaining support for language allowing prospective Care Management agreements for catastrophic injuries - a key issue in Michigan's auto no fault reform debate.  The goal is to overlay evidence based medicine and best practices on catastrophic injuries; improve outcomes, lower cost, without disproportionately burdening providers, and keeping benefits the same for Michigan drivers.

EPIC MRA

Joseph Kheder was named to the exclusive list of most effective "individual lobbyists" working for a multi-client lobbying firm.

The premier State Capitol Leadership Survey is sponsored jointly by Michigan Information & Research Service (MIRS News Service), Inc., and EPIC ▪ MRA, a Lansing based survey research firm. Questionnaires are sent to lobbyists, lawmakers, department directors and others. The survey is designed to seek the opinions of a limited number of key participants involved in state government and the legislative process about the effectiveness of current state government and legislative leaders, other legislators, reporters, news organizations, lobbying and public relations organizations.

As one of the largest provider of behavioral health services in Wayne County, J. Kheder Associates worked with Hegira's exectutive team, the Detroit Wayne Integrated Health Network (DWIHN), the legislature, and Governor Whitmer's office to develop an expansion plan for Hegira's COPE behavioral health walkin crisis program located in Livionia, Michigan.  To meet this goal, Kheder spearheaded this effort to secure a $6 million appropriations intended to establish a downriver satellite cisis center meant to service that region of Wayne County.
